Timing belts is one possibility, but it's not the only one. Another is the distributor, or the coil/transistor that feeds the spark pulse into the distributor....

Both cam pulleys have a mark and yes, they are 180 degrees out of phase when everything is done. TDC mark for the crank is on the flywheel and is visible...
