Your mpg is correct, if want to squeeze more out of it (Scott too and who ever else drives a VR6 powered car) you can use ethanol mixed fuel and don't go above 65mph on the highway. Not much you can do in the city other than control your shift points which is easily done with a stick. For the ethanol, you can use E85, however, the compression ratio needs improving for the higher octane but the current ratio is sufficient. The greatest thing that VW did with the ECU was make it control timing and fuel management. This allows for the higher octane to be used and the engine to adjust for optimum power. Don't mean to get to technical. The research I have done has turned up a max mpg of 32 on the highway, never going over 65mph. The highest in the city was 23 mpg but I have an automatic and it is hard to control the shifting.

I think this is what 3 liter class sedans do, more or less. Having
owned a very slow 2 liter car in the same weight class that got 18 in
town and 22 on the road, the Passat, with twice the power and half
again the fuel economy, seems pretty efficient to me.
