Hi Garett,
My /97 Passat 5 speed gets 23 in mixed urban driving and 27-28 on
trips, 65-70 mph. Yours seems about right.
I think this is what 3 liter class sedans do, more or less. Having
owned a very slow 2 liter car in the same weight class that got 18 in
town and 22 on the road, the Passat, with twice the power and half
again the fuel economy, seems pretty efficient to me.
