You need to also change the primary gears otherwise you just get to slow quickly. A 100 cc barrel and piston won't work either without also changing the crank....

Sipping starter is a sign of a slipping clutch, can't be stuck at the same time. Pull it out, probably something broken on the actuation mechanism....

clutch plates are so cheap, it prolly wont hurt to go ahead and replace them (and the spring too). let us know what the plates look like... ...

Clutch plates can seize together on engines that have been left for a while. I usually run the scoot in fourth and jerk the throttle on and off with the clutch...
