You have an air leak somewhere. Tipping the carb just allows more fuel to flow in which helps to make up for the air leak. Exactly the same thing you are doing...

woodruff keys are not load bearing...torque everything down good and tight. no need for a powerful engine...just trying to kickstart with a flywheel not on...
