i would not recommend to put the carb outside the frame for a road- going scooter. it's yet to be proven that shorter manifolds gain power on a smallframe...

It really depends on how the venturi is pointing - 2T engines don't like air rammed into them (unlike 4T's), so a forward-facing carb with no filter gets air...

shorter intakes improve top-end speed/rpms, so since a smallframe revs fairly high anyway, it's probably not as noticable unless you're pushing 10K+ rpm i'd...

any kind of sound-deadening airbox will screw with the ability of the carb to breathe...so you might have to look at baffles in the airbox to diffuse sound...
