If you take the top off and remove the pivot pin on the float, you can
look at the needle tip and see if it is worn. You can look into the seat
and see if it's gummed up. They come as part of the gasket set.

Many people think you should immediately replace the carb, but I'd
assess what I have, first. Make sure your engine is mechanically sound,
and that the ignition is working properly, then get it running well with
whatever carb work it needs ... Check the throttle shaft for side play
and if it is too bad, you'll probably need to replace the carb.
