Yep.
That sidecar axle is long enough to take M5 or cast wheels but has been
fitted with an M1 spoked wheel. Buy a thick washer or two from your hardware
shop and the nut will be out far enough for the split cotter pin to be
between the slots of the castle nut.

The purpose of the cotter pin is to keep the castle nut from spinning loose.  You may have to spacer with washers to get the parts to meet properly.  My...
