We already spoke earlier, but in answer to your questions:

1) Unfortunately, none that I am aware of. I am probably the closest
to you, geographically. There used to be a guy in New York that had
one, but he moved to California a few years ago. As far as I know,
the car is still in storage in New Jersey.
2) Already sent you a parts list and cost estimate for my build.
Jeff Davison in Atlanta, Georgia is also building a car, and is Hawk
Cars' official US representative. I believe he may have some digital
pics of his car under construction, and a standard "Information" CD
that he sends to prospective buyers. It contains pictures, copies of
the sales literature, and a partial copy of the build manual.
You shoud be able to find Jeff's contact info in the member list
here, or at the Stratos Super Site. If you have any trouble, I can
put you in touch with him.
As for advice - as I said, DO try to find a car and see it in person,
if you get the chance. Better yet, try to get a look at a partially
assembled or unstarted kit. This will give you an idea of what
you're getting into. Stratos replicas are a lot more difficult to
build than most Cobra replicas. The instructions are not as
detailed, and most of the parts require a fair amount of hand fitting
to go together. It is definitely not an "insert tab A into slot B"
type project. I think most bulders will agree that a Stratos build
can easily take over 1000 hours to complete.
And, if you have the means to do so, try to get over to the UK for
the Stratos Enthusiast's Club annual Super Stratos Weekend. It takes
place during the Sutton and Cheam motor club's annual CARnival
(usually in early June) in Abingdon, Oxfordshire. That's the best
place to see replicas from all manufacturers, in a variety of engine
and trim configurations. I think there have been 15-25 Stratos
Replicas in attendance, on average. There is a car show, rally, and
sprint event that runs the entire weekend, so there are plenty of
opportunities to see the cars in action. You may even be able to
score a ride in one.
If you have any other questions, you know where to find me.
