I had that same issue once. My solenoid wasn't spaced properly and was canted in the hole so when the plunger went in and made contact, it couldn't come back....

might be the solenoid is shorted to ground  .Thats the only way to keep it energized without the ground wire hooked up.     To check with an ohm meter...

like he said check the ring gear for shiny rounded gear wear on gear side where it's possible, but also check the inside of  primary cover where shaft sits!...
