Dave,
The part you need is a common failure one the first generation Rivieras.  It is possible that some of the parts vendors in the back of the Riview that deal in rust-free southern cars may have some available.  Most people just use a stack of huge washers, a short piece of pipe or have a piece machined to fit.  The original cup centers up and holds the spring to the lower control arm.  As long as your replacement is of a heavy enough gauge material, you should be OK.
