I dont suspect it is your heaterbox that's faulty or a dud. You have a radiator like core inside the console box for your heater as well one for your aircon....

I agree that it sounds like a "flaps" problem. Unfortunately the dealer approach to anything like this will be to replace the complete unit of the a/c system...
