I suppose pulling that horn relay would be a decent fix, so long as it doesn't
completely disable the horn. Not sure about that.

Otherwise, if you want the actual 2002 manual, you can access/download it for

The #28 is the security/powerlock breaker on a 2002, (thanks Brent) and will de-activate the panic alarm but the downside is the loss of the powerlock system...
