What do you mean by "look at the pcm"? If all you want is to see the stuff in the ccd bus (engine temp, fuel level, rpm etc etc) go get a hand held high end...

If you are dropping to 8 volts, I suspect your battery is bad or the cables have issues. A good battery should hold about 12 volts when the charging system...
