If I were to assume that the bike used to run fine and just hasn't in a while, I
would not focus on the carb internals. Yes they might need a good cleaning and
blowing out but I think the problem might be elsewhere.

Since the bike is from 1990, I might suspect vacuum problems. Hoses may have
dry rotted by now. Vacuum problems will definitely affect anything beyond idle.

Hey, I have a 1990 EX250 with about 17,000 miles on it. It won't keep running. I removed the carb and cleaned it. I had found it was separated from the air box...

Carlos, Did you check your air box & exhaust to make sure rodents didn't fill them up with there nest. Not sure if it was parked for some time or did this...

What is the best way to totally clean the carb...how much do I need to take apart? ... fill them ... did this ... and making ... it stalls....

whatever you do DON'T sepperate the carbs, remove the float bowls (there on the bottom) inside you will find the jets, unscrew the jets, place them in carb...
