i had a similar problem with an escort, the fan never came on, however if i
pulled toe fuel pump fuse it would come on all of a sudden, dunno why.
 
rather than spend hours tracing wires i just found a fuse that powered on when
the key was in the on position and ran a wire directly to the fan, it ran all
the time the car was running and went off when i turned the key off.  weird side
effect though, when i turned the key off the engine would run for 3 seconds then
turn off, without the key even in the ignition.
