i had a similar problem with an escort, the fan never came on, however if i
pulled toe fuel pump fuse it would come on all of a sudden, dunno why.
rather than spend hours tracing wires i just found a fuse that powered on when
the key was in the on position and ran a wire directly to the fan, it ran all
the time the car was running and went off when i turned the key off. weird side
effect though, when i turned the key off the engine would run for 3 seconds then
turn off, without the key even in the ignition.

HI, my 87; 4.0 electric cooling fan does not come on when I am stuck in traffic.
It works just fine when I turn on the A/C. I have replaceed the sensor in the
radiator, that come out about have way up the driver side. I think there is
