The caliper is stuck. Rap it a few times and see if it frees the wheel up . Pull it down clean it up and reassemble . Check the boot . You will probably see...

Had the same problem too, -76 750A, turned out to be the cam-chain being a little bit too loose...tight it up with the nut and bolt coming out of the cylinders...
