Your not going to do it easily.reason is on the bottom halves of the switches is
a metal tang pointing up and locates it self into a hole in the handlebar so
that they don't rotate. You can remove the meatl tang and live with them moving
around or drill new locating holes in the underside of the handlebars.

where the handlebars 'meet' in the middle there is a rectangular section with 4 bolts. Loosen those, adjust to your hearts content, and then tighten back up....

In the center of the handlebars  it says HONDA, that is a cover. You have to pop the cover off. I think that sometimes there are also chrome covers on the...

There are probably plastic covers on them to keep them corrosion free. Take them out and they probably are fitted by a metric hex key. -Nate ...

I think you're wanting a 700S at that point. As far as I know, the 650 is just one long tube. The 700S has adjustments at two different points. And those...

Thanks. That is what I needed to know. I have them adjusted as low as I could and still get the mirrors to adjust properly. I'm going to ride it this way...
