I think you're wanting a 700S at that point. As far as I know, the 650 is just one long tube. The 700S has adjustments at two different points. And those plastic pieces aren't exactly useless, make sure you pop them back in where you found them!

I pried out the useless plastic pieces, adjusted the bars, and figured out how to adjust the hand levers. How do you adjust the angle of the grip assembly?
where the handlebars 'meet' in the middle there is a rectangular section with 4 bolts. Loosen those, adjust to your hearts content, and then tighten back up....

In the center of the handlebars  it says HONDA, that is a cover. You have to pop the cover off. I think that sometimes there are also chrome covers on the...

Thanks. That is what I needed to know. I have them adjusted as low as I could and still get the mirrors to adjust properly. I'm going to ride it this way...
