fiat front suspension assembly

I just bought a 1970 Fiat 850 Spider Sport and it needs a little
work. Specifically, the control arm on the front suspension is being
held by one bolt. The mechanic that I took it to thinks that the
area where the screw goes is welded to the unibody and will therefore
need to be torched to put a new bolt in. This sounds ludicrous to me
and I need to have a second opinion. Do any of you know or do you
know of anyone who would know how this assembly is put together?
