I presume Keogh, Parker and Pearce would all expect to get paid commercial
rates for their work. How many hours do you think are involved in this for
each of them? Who will put up the money to pay people like this and who will
pay for the rest? If the prize is not won by the consortium, who picks up
this bill?

Is the prize awarded up front to a project based on a proposal, or is it
paid retrospectively to the best of the approved applicants?
