Whether it's a "Cease and Desist Order" or an order to stop driving
the EV1 in restored mode, there isn't much difference.
As the second reference points out, we won't see that EV1 again, at
least, not in restored mode.
Is WWU knuckling under to GM? Well, they might have to. If the
terms of the "gift" are that the EV1 can't be restored to BEV, and
can't be driven on the streets, then WWU has already violated those
conditions.
GM would, if so, be within its right to confiscate the EV1 and crush
it; the only thing stopping them might be that WWU has now agreed
not to run it on public roads, and not until they install a gasoline
genset, somehow. Perhaps cut off the trunk?
WWU can resolve the issue simply by running the EV1 some more, and
showing Videos of it.
How about making the terms of the (still confidential) "gift"
conditions public? Then let the people judge for themselves whether
GM is honest, or not.
One EV1 is sitting in Tuskegee with dead leaves and wires torn out
of the dashboard.
Another was frankensteined with 30-second ultracaps instead of a
battery.
Another has been gutted, the trunk torn out, and a jet engine
installed in the back; the last words on the video showing it are
something like "wow that stinks".
How ironic, GM can't let the EV1 live as a BEV, and can't even let
it expire in peace, foisting on us outrages like the "jet powered
EV1" that tarnish the formerly cleanest car on the road.

GM in their infinite wisdom to promote their green image and new EV
design studio is warning universities to stick to their signed
agreements regarding donated EV1 carcases a half decade ago. Turns
out the schools technical departments were able to revive their
EV1's as part of the process of hybridizing them as intended in the
donation contracts[4]. Unfortunately the schools let some people see
and video tape the vehicles and also may have let their tires touch
a roads surface, which is apparently prohibited. Another part of the
agreement was that the schools would not mar GMs image, which they
feel the videos of the car may have done. So why is GM upset about
all this?

which were loved by their drivers that tarnishes the GM image, but
rather video of the cars being driven on roads when a group of
university student restores one which mars GMs image.
