As long as your controller can handle the voltage, the small difference between
72 volts and 80 volts probably isn't causing the problem.  I'd leave the pack as
it is (I'm jealous, BTW... still on lead here!)

As far as the controller goes, it is unlikely to be the problem as well.  Stock
controllers put out about 350 to 400 amps for a short time (starting from a
stop, floored) but motors this size generally taper off how much power they can
use as they accelerate.  At top speed, it is likely you are using less than 130
to 150 amps.  Hot, but probably not enough to cause problems.

The more likely problem is that the motor is overspeeding.  The GEM transaxle
has an overall ratio of about 8.9:1, so at 35 MPH indicated the motor is turning
about 4,500 RPM - about the fastest I'd recommend turning these motors for long
durations of time.  For reference, at 45 MPH, the motor is turning about 5,800
RPM - Way too fast for these small stock brushed motors.

Many GEMs have been modified to operate over 35 MPH indicated (they came from
the factory with a 25 MPH limit).  At higher speeds, the brushes in DC motors
tend to 'float' which causes an arc to form between the brush and the
commutator.  This arcing causes a tremendous amount of heat, and is likely the
cause of your motor(s) burning out.

One possible way to help with the brushes arcing too much at high speed is to
increase spring tension.  The other is to reduce the speed of the motor - keep
it under 35 or so.

Most of these motors are somewhat under-sprung for traction applications at
about 2 or 3 PSI tension.  Brush pressure should be 6 to 9 PSI for EV
applications.  It seems counter intuitive that higher spring pressure would help
things last longer, but one of the main killers of brushes and commutators is
arcing, not excessive tension.

I bought a GEM EV and then went online to get an upgrade kit.  I also had
Richard Hatfield's company install Li batteries up to 80 volts.  I burnt out the
original 5 HP motor but a 7.5 HP motor came witht he upgrade kit.  After about 6
months I burnt out the 7.5 HP motor.  The GEM service guy said my batteries were
too powerful for the motor and suggested I shrink the battery pack. 
 
Then I was telling this story to a friend who electrically inclined and he said
a 10 HP motor should be able to handle that battery pack.  He qualified it by
saying not to "punch it" when I start the car because I could damage the
transmission.
 
My question to you all is:  Will a 10 HP motor solve my problem or should I
shrink the battery pack?

Question, my motor says it is 6.3kw with a peak of 17.2.

I know 1hp = 750 watts, but how does one calculate the HP of their electric motor?  Is it based on the 6.3 or the 17.2?

I am planning to have Electric Motor Werks as our guest speaker on October 15th.
They brought their orange BMW 3-series conversion to our car show last weekend
More details about our meeting will be sent later.

In the meanwhile, we have been invited to participate in the National Plug in Day on Sunday, October 16th.
This is scheduled to take place in 16 cities across the US - the nearest one is in Santa Cruz.

And I'm not the guy to do the labor. So I'm really looking for a local
conversion shop.

SVEC has an award to honor school teachers in the area of science and math.

Our October 15th EAASV meeting will be held in the Oak Room Auditorium at the Hewlett-Packard Cupertino Campus (enter at building 48 lobby).

This month's guest speaker is Valery Miftakhov, Ph.D.

FWIW, I also agree with Sybil’s comments about the business model being the problem. I think you need to decouple the thin film technology from Solyndra’s specific solution. It is hard to remain in business with a $3/watt solution in a $1.30/watt world. Solyndra just couldn’t (or didn’t) adjust quickly enough to the rapidly changing business conditions. This accelerated drop from $2/watt to $1.30/watt in the last 6 months, with the preceding drop from $3+/watt in the preceding few years wasn’t anticipated to occur as quickly as it did. That coupled with the added expense to the owner of having to install the required new white roof in this recession economy put their solution beyond many potential customers despite the many benefits (i.e. no roof penetrations, faster installation time, no need for tracking mechanisms, ability to work in light snow falls, etc.)

As discussed in today's EAASV meeting, PG&E is proposing changes to
the E-9 rate schedule for EV customers that will significantly
increase costs for those EV drivers who have also invested in a solar
PV system to keep their usage in the low tiers.  The public has an
opportunity to file protests against this proposed change, but the
deadline for doing so is this coming Monday, October 17.  This can be
done via email.  Links to documents with the details are below.

PG&E has filed Advice 3910-E with the California Public Utilities
Commission in accordance with CPUC Decision D.11-07-029 proposing to
revise the E-9 rate schedule that is optional for customers who charge
an EV.  This proposal eliminates surcharge tiers so that customers who
already use a lot of electricity and then add an EV won't be hit hard
by going into the high tiers as a consequence of using more
electricity than before.  That might seem like a good thing, and would
be for those customers who are already consuming enough power to be
charged in the hier tiers.

However, this single-tier rate is set at a level that is roughly
double the part-peak and off-peak rates from the lowest tier of the
current E-9 rate schedule (going from 5.5 cents to 11 cents per kWh
for the off-peak when we do all our EV charging) .  For those of us
who have invested in solar power and/or who are very conservative in
their power use to keep their consumption in the lowest tier, this is
a big increase.  The proposed change also institutes year-round 3pm -
9pm peak rates, rather than only in the summer, which can put a real
crimp in one's lifestyle.

PG&E is also proposing to translate the current $8.00 per month meter
fee (that we are currently paying and that was to be eliminated with
the installation of SmartMeters) into a fixed "customer charge".  That
seems unfair given that the average E-1 customer does not pay such a
charge.

PG&E's advice letter states that 3/4 of the customers currently taking
service on the E-9A rate schedule will be negatively impacted, with
the worst quartile seeing an average increase of 80%.  I can only
assume that they expect those of us in that categorey to switch to
some other rate schedule.  But the only choices are non-TOU E-1 at 12
cents or the E-6 TOU rate schedule with 9.3/16/27 cents per kWh for
off/part/peak periods.  To me, the proposed change clearly decreases
the incentive to charge between midnight and 7am that the current E-9
rate schedule favors.

I plan to file a protest by the deadline of October 17.  I have filed
protests in the past, and have learned that in some cases the PG&E
Advice letter is simply responding to specific orders contained in the
CPUC Decision document.  In that case, PG&E's response to the protest
is that they are simply implementing what the CPUC directed them to
do.  For this particular Advice 3910-E, there is some wiggle-room room
because the CPUC only ordered that the E-9B separate-meter rate be
changed.  The CPUC did not order that the E-9A single-meter (whole
house) rate be changed, although they did support doing so.  I plan to
argue that the E-9A rate should not be changed, or alternatively that
it should be kept and that a new single-meter rate be established.

The main counter-argument that PG&E will wage is that the E-9 rate for
tiers 1 and 2 is below the true cost.  This is stated in their Advice
letter.  However, that is as it should be: if tier 1 was the true
cost, then the full increment for tiers above that would be extra
profit.

The CPUC decision was issued in July.  Such decisions follow hearings
in which the stakeholders can make comments, but it is very hard for
individuals to play in that game.  I have not investigated yet whether
there have been any positions stated by TURN or proponents of EV
and/or solar technologies.  However, the list of stakeholders did not
include the main solar players, and I think that is part of the
problem.

Advice letters are the routine mechanism by which PG&E tells the CPUC
about changes they propose for their regulated business.  The letter
includes instructions for filing a protest, including the email
addresses and the postal address for a hardcopy to follow.

The PG&E proposals are often filed in response to orders from the CPUC
contained in a Decision document.  The relevant document for this case
is CPUC Decision D.11-07-29, found here:

The current tariffs (rate schedules) are available from the PG&E web
site.  These rates schedules are:

This is the common residential rate with the same rate for all hours
of the day.

This is a time-of-use (TOU) rate with a higher price during peak
periods of the day and a lower price at night.  That is good for those
with solar PV systems because power is fed back during the peak
periods and consumed during the off-peak periods.

This is an older TOU rate that is even better, but is now closed to
new customers.

This is the TOU rate that is voluntary for customers who will charge
an EV at home.  (Until a couple of years ago, it was mandatory but not
always enforced.)  This is the topic of the proposal.  The contents of
this rate schedule are also included in the Advice 3910-E with changes
marked.

This is the Net Metering tariff that does not set rates, but works in
conjunction with one of the rate schedules above for customers with
solar PV systems.  It tells how credits for excess power generated by
the customer during the day will be balanced with charges for power
consumed at night.

I wish to file a formal protest against the proposed rate changes to electric rate schedule E-9 as suggested by PG&E in Advice No. 3910-E in response to CPUC decision 11-07-029.


As dictated by CPUC decision 11-07-029 section 5 (Electric Vehicle Rate Design Principles), “encouraging customers to charge their vehicles during off-peak periods is a central objective of Electric Vehicle rate design.” Current Time-of-Use rates provide a clear incentive for electric vehicle owners to switch over to Electric Rate Schedule E-9 as off-peak hour charge rates are significantly lower than non Time-of-Use (E-1) rates if customers remain in tiers 1 and 2 (Table 1 on page 3 of this letter). The disincentives begin when customers enter tiers 3 and above, since the electricity rates can increase dramatically under E-9A. While CPUC decision 11-07-029 indicates the desire to remove the disincentives for electric vehicle use associated with tiered rates (since electric vehicle charging will cause homeowners to enter higher tiers), PG&E’s proposal under Advice 3910-E increases the underlying rate to such a degree that there is little incentive for many electric vehicle owners to switch to TOU rates or charge at off-peak hours. In fact for lower energy users, staying on E-1 (non-TOU) may very well prove to be cheaper than the Advice 3910-E proposed E-9 rates and significantly more convenient.


Better means to encourage electric vehicle adoption and convince customers to charge during off-peak hours include: increasing the baseline usage for E-9A single metering, reducing the electricity prices for only off-peak hours above tier 2, or eliminating tiers from only E9-B which possesses a second meter specifically for EV charging.


Consumers should have several choices for their electricity rates:

1. non-TOU tiered electricity rate plan (currently E-1)

2. TOU tiered electricity rate plan including home and EV (currently E-9A but should be modified to increase the baseline usage to accommodate and encourage EVs)

3. non-TOU tiered home and TOU non-tiered EV rate (a possible modification to E-9b that can be addressed by having a second meter or sub-metering)


In modifying both E-9A and E-9B electric rate schedules to become non-tiered TOU rates, PG&E will effectively eliminate a consumer choice for a tiered TOU rate and also discourage the need for overall energy conservation. As indicated in their customer bill impacts section of Advice No. 3910-E, only the top 25% of customers would pay reduced bills under this proposal, whereas the remaining 75% of customers (who use less energy) will see an average annual bill increase. Nearly all E-9B customers (except 1 customer) would see a rate increase from the proposed change as well. Advice 3910-E also proposes an increase in the minimum customer charge rate that has not been justified, which only further increases the likelihood for consumers to remain on E-1 and charge at their convenience rather than during the desired off-peak period.


As written, Advice 3910-E fails to increase incentives to encourage electric vehicle adoption (with the exception of the top 25% of electricity users), fails to provide the consumers with a greater range of choice, discourages electricity conservation, and increases cost for the majority of current E-9 electricity rate customers. I am greatly discouraged by the efforts of PG&E to just effectively pass the costs on to its customers rather than truly address the need to encourage electric vehicle adoption as indicated in CPUC decision 11-07-029.

Sorry about the delay in forwarding this.
I went to visit my brother in Aptos after Plug in Day in Santa Cruz and did not get to my email until just now.

Hopefully those of you who were planning to write something to the CPUC about the PG&E tariff proposal can use the following information and still get your email submitted in time. 
Deadline to email your protest is Monday the 17th.
I think that is the anniversary of the big Loma Prieta earthquake. 
So let's shake up those bureaucrats and  let them know how we feel about this PG&E money grab.

There are two issues...
1) the total amount of revenue PG&E needs (wants) to collect for a particular group of
customers, and they establish their costs in a process called a "rate case"; in order to
argue against PG&E for lower revenue, you would need to look at their current and
expected costs.

2) The way the revenue is collected is articulated in rate schedules. Here's the issue
that you can argue. Utility revenues should be collected on a per-kWh basis as much
as possible, not in large fixed monthly fees. The effect of lower fixed costs, and higher
kWh costs is that it more effectively encourages energy conservation by giving users
the maximum marginal benefit from efficiency investments. Adding demand charges
or monthly fees are bad ways to go because customers can't use energy conservation
or efficiency measures to cut those costs.

I strongly disagree with this letter's praise of the current E9 rate, and I think PG&E's proposed changes stink too. Please ask the PUC to revise this proposal so that electricity usage during off-peak hours (EV charging hours) is not counted toward Tier calculations (because that's the real problem with the present system) and to reject the excessive rate hikes that PG&E is proposing.

The $8/mo "customer fee" is not justified, imo.  PG&E's counter argument will be that the E-9 rate for tiers 1 and 2 is below the true cost.  This is stated in their Advice Letter.  However, that’s the way it should be: if tier 1 was the true cost, then the full increment for tiers above that would be extra profit.

This email contains a model letter which I urge you to customize and send to the CPUC (California Public Utilities Commission).  It is a protest opposing PG&E's proposal to change the E-9 rate.  The E-9 rate is essential to anyone owning or considering an electric vehicle, and/or home solar, and/or energy-saving devices, because it separates "peak" and "off-peak" times and has tiers for usage within these times, resulting in either cheap or expensive electricity.  PG&E wants to do away with tiers, and the result is that only very high energy users will see a savings  --  and without these savings, it will cost much more to be efficient and have electric vehicles and home solar.

These emailed letters have to be received by Monday, October 17.  Obviously, each writer should input his/her own third paragraph (or remove that paragraph).
Thanks very much for taking action to prevent a really regressive change in electrical rate policy.

re:  Opposition to PG&E's proposal to change E-9 Rate (PG&E Advice 3910-E to CPUC decision 11-07-029 section 5)

Dear CPUC Energy Division Director:

This is a protest against PG&E's request to change the Residential E-9(A) rate, which has time-of-use rate tiers.  The E-9 rate is used primarily by electric vehicle owners who charge their vehicles at off-peak hours when electricity costs are low due to the ample electricity available on the grid.  The E-9 rate also incentivizes the installation of residential solar so as to provide electricity to the grid at times of high demand, and incentivizes the use of energy-saving devices that reduce the need for electricity at all times.  Changing the E-9 rate will disincentive the use of electric vehicles, the installation of residential solar, and the deployment of energy-saving devices.

CPUC decision 11-07-029 section 5 (Electric Vehicle Rate Design Principles) expressly states that "encouraging customers to charge their vehicles during off-peak periods is a central objective of Electric Vehicle rate design."  E-9 has 5 tiers, and is well-designed to ensure that customers are incentivized to stay in the first two tiers  --  within 130% of baseline use  --  and are strongly disincentivized to move into the third, fourth, and fifth tiers.  By contrast, PG&E's proposal under Advice 3910-E increases the underlying rate so much that it removes the incentive to charge at off-peak hours.  In fact, for lower energy users who have installed solar and energy-saving devices, staying on the basic E-1 rate will be cheaper  --  and the peak demands on the grid and the burning of dirty fuel to provide electricity will actually increase!

Here is a specific and personal example: I have purchased an electric car and installed home solar.  After careful modeling, I have learned that under the proposal my electrical costs will go from approximately $260 to $633 annually.  This difference removes the incentive I relied upon in installing my home solar!

The only customers who benefit from this PG&E proposal are those who are the top 25% of energy users  --  completely destroying all incentives to use energy-saving devices.  I am outraged by this proposed PG&E change, which will put California back into the stone-age of electricity policy and kill all incentive to be mindful of energy conservation and electricity time of use.  The CPUC must follow its mandate and completely quash this dramatically regressive proposed change in policy.

As Jay says below, it was a great event.  While the crowd was mostly locals, a few adventurous souls from our EAASV chapter came by to see the display and say hello and the fellow who took the attached picture is from Holland.

The Ecology action center has 3 Solar Powered Coulomb chargers and I was able to borrow a 14-50 to J1772 adapter and charge the eeVee Motors Honda Civic conversion during the event.  The chargers are free if you have the (free) Coulomb card.  After the event, I continued charging at the Front Street garage which still has two Avcon units (with my Avcon adapter).  Those will be upgraded to J1772 soon, so I will need to buy another adapter for that - oh well...

Hi all,
Well we had a great event in Santa Cruz!  Originally we were supposed to be in the Whole Foods parking lot with Mitsubishi i demos, but Whole Foods pulled the plug on the event just last Friday, so with two days notice, Sharon Sarris (MBEVA), Will Beckett (EAA-CC), Beverley DesChaux (EAA-CC), Cheryl Schmidt (City of Santa Cruz), and Piet Canin (Ecology Action) pulled off the miracle of relocating the event over to Ecology Action in downtown Santa Cruz.  We ended up with 6 Leafs, 2 Volts, 2 RAV4EVs, a T-Zero, a Honda conversion (thanks Jerry!), two Zero motorcycles, a few Chinese NEVs, and some cool e-scooters and trikes.  Plus Peter VanDeventer from Holland just happened to be in town and has proposed the first International Plug In Day for next year in October (see Peter sitting on the Zero :-) Even with the change of venue, it looks like we got good TV and newspaper coverage which I will forward on.

Here are some comments from former Solyndra employee and EV owner Mike Ahern.
I am not a PG&E customer (Santa Clara has their own municipal power company) so I am not sure about his E6 question below.
I suspect that the current protest is for E9 only since Steven Casner would have mentioned other plans if they were affected.
The info on the time-of-day rates below may be useful to our members who are PG&E customers and have an EV and/or Solar Panels.

When I got my solar panels I looked at all the rates.  E9 has a peak summer time of 2 pm to 9 pm while E6 has a peak summer time rate from 1 to 7 pm.
 
Also I had E9 when I built my electric car, but PGE wanted $287 to convert me to E9 net metering, but did not charge me when I switched to E6 net metering.
 
What they do is, they pay me for the electricity I generate at the rate I would have used it at.  So the way I see it, the numbers in the E9 chart look better, but they charge the solar customer's money by NOT giving him credit for the peak rate from 1 to 2 when the sun is generating the best, and MAKING him pay peak rate from 7 to 9 pm when there isn't much solar power.  This rip off plus the $287 fee made me pick the E6 rate.
 
In this thread I have not seen the E6 rate discussed.  Is there a change there too?  Maybe other E9 people would be interested in my findings.

I received this update saying that about 100 protest letters were received.

Thanks to those who sent one in.

Due to the large number of protests, PG&E has requested a 20 day extension until Nov. 14th to respond to the CPUC.

I guess we will have to wait longer to find out the results.

For those wishing to follow the E-9 matter, here is the pertinent part of a letter received from PG&E:
"Pursuant to Rule 16.6 of the Commission’s Rules of Practice and Procedure, Pacific Gas and Electric Company (“PG&E”) requests an extension of 20 days, until November 14, 2011, to respond to protests submitted on Advice Letter 3910-E...Due to the significant number of protests that were submitted and the complexity of the issues addressed, PG&E respectfully requests an extension to November 14, 2011 (20 days from the original due date) to respond."

The letter includes a list of those who are protesting: about a total of 100 individuals and organizations, including the City of San Francisco.

So, nothing substantive yet.

I have a large 72 volt battery charger, Schumacher model SE-1072.  It looks like this: http://www.batteryservice.com/products_final.aspx?ModelNumber=SE-1072

It has a selector switch so it can charge 12v, 24v, 36v, 48v, 60v or 72v lead acid battery packs.  The charge rate is either 5 or 10 amps.

It's been modified with extra long cables as it had been mounted in my Karmann Ghia up front, with cables long enough to reach the rear.

It appears the list price is in the neighborhood of $200.  The front panel on this one is scratched up, otherwise it's in good condition.  Asking: $100.

My name is Venky. I have moved to the Bay Area since six months, and am in the
market for a used EV. As I was researching, I came across this posting on
evtradingpost for a Ford Escort 1981 factory-converted by Jet Electrica of
Austin, TX.

Does anyone in the Bay Area own this particular make? Can someone share his/her
experience(s) with the Jet Electrica Ford Escort? How easy are parts available,
particularly items like headlight covers, brackets, upholstery, screws, etc? I
ask because I don't want to end up buying a car that became out-of-date (this
one's 30 years old) and finding parts to be either unavailable or phenomenally
expensive.

I live in Milpitas.
