Car dealers are out for 1 thing, selling you a car.
I had a Chevy blazer that had some recalls and it was out of warranty and I was the 2nd owner and they told me i was SOL.
One of the recalls was the seat belts.
Unless many people are killed from the problem with the car they usually don't do anything about it.
Remember the Ford Pinto gas tank?
It took many deaths for them to fix that and the Chevy truck gas tank? same thing.
But you are correct,The Neon has a big problem with head gaskets blowing out.

I know about 12 people that have a Neon and 10 of them have had to replace the head gasket allready.

Searching the I-net will show that this was a well known design flaw
for which Chrysler will pay 1/2 the cost of a new head gasket repair
to the dealer if under 75k miles. DON'T TAKE NO FOR AN ANSWER.
