It sounds to me that you have a blown head gasket.
This has been a common problem with Neon's.
If you can do this yourself great, if u need a mechanic just be
careful who you get and be sure they have been in business for a
long time and they know what they are doing.
If it was me I would have the head gasket replaced and the timing
belt replaced and have the head checked for being warped and cracked
and use new head bolts
