Hi Alan

Have you considered a variable pitch fan ( Flexxaire like ) or variable pitch propeller for ultra-light uses ?

Or throttling the flow at the inlet / outlet lifting duct ?

A variable pulley CVT would be ( probably ) too cumbersome ...
