You're doing it incorrectly. You do not tighten the bolt, nor do you remove the tensioner. The tensioner should be mounted on the car with the bolt tightened....

Jack, The number on the top front pivot of mine are NOT the GM part numbers. They are left 3197511 and right 3197904. The top arms are the same for 88 thru 98....
