Yep. Exactly why I slow down to the speed limit or below whenever I enter a
small town. If they have nothing to offer as a tourist attaction to get your
money, it is up to the speed cop to generate revenue for the town. Another one
I've seen them get people for is late at night - you'll be driving with your
high beams on for your safety and they will ticket you for not lowering your
high beams in time for "on-coming traffic". You are left scratching your head
where this "on-coming traffic" is.

You will often see 5-6 cars pulled over all at once. Of course they label these
efforts with names like "Smooth Operator" and claim they have nothing to do with
generating revenue but are all about public safety. It is like anything else
in politics, just follow the money trail.
