Fill the fuel filter with fuel, reinstall.........
crack open one of the injector tubes at the pump, wrap a rag around it.
turn over starter til rag gets satuated.
tighten and repete.

You mentioned you also changed filter.
You need to get the air of it also.
A hand operated vacuum works nice, but don't let
any fuel into the vacuum pump, as it ruins the rubber.
