Bilsteins are a pretty stiff damper anyway. Are you sure that the damper is bad or could it be you aren't accustomed to the stiffness?...

They are the same thing. However, the street will usually say: BOV = atmospheric DV, or psssst psssshhhtt DV = recirc type only, no intended outside sound....
