The two Matrix engines are very different. The standard one is 1.8 liters, as the old standard engine was, while the XRS has the 2.4 engine that normally is standard in Camrys. The old XRS had a 1.8 that wound to more RPM to make its power. I love the old 2ZZGE engine in mine, and will be keeping it, but the 2.4 is a better choice for the typical lazy American driver, most of whom think a clutch is a bag you buy in a department store. And the 1.8 standard engine has more than enough power to violate any speed law in this country, with a slushbox or stick.
The only Ford SUV that comes even close to the mileage of either Matrix would be the Escape/Mariner, with 4 cyl, or hybrid. Their other SUVs are all way over 4000 lbs.

I also suspect an inconsistency in EPA ratings across various vehicles. I think I have seen some Ford SUV's with EPA gas mileage numbers similar to the Toyota Matrix S/XRS
