Downieville is 23 miles further than Fouts Springs (19 minutes) according to yahoo maps.  Also,  the elevation makes Downieville cooler (there still might be snow) and the riding is SPECTACULAR.  The scenery is second to none.  Not many places where you can ride single track cut out of the side of the mountain 20' above a mountain stream with waterfalls or ride along the crest of a mountain (nothing but down on both sides of you)

Letts lake is a pretty good haul too, great cool weather.  The "official" TBSA outing is still at Packer lake.
