If it's sluggish before warming up, it could have a bad EGR solenoid... this is a common problem, and it makes those engines run rough until warmed up... ...

Clogged converters is not a normal problem however a clogged fuel filter and/or dieing fuel pump could cause this problem. Moolie...

You probably checked the air filter I assume... also the mass air flow sensor could be a problem... do you have any codes flashing on the LED on the computer...

Does the engine *sound* like it's working hard, or does it sound like it's struggling. A plugged converter will keep engine rpms down, even when not loaded....
