Probably just need to replace the bulbs. When I bought my subaru the lights were the same way so I took the opportunity to swap them out for some sylvania...

Could be bulbs, could be headlight relays, could be headlight switch... I had a relay go bad, and I remember the lights being funky, but I can't remember...

The screws may have "tamper-proof" plastic covers on them that need to be broken off with a pair of pliers before you can get the socket wrench on the screw...

Knock sensor could retard the timing a lot, had it happen on a 98 2.2 automatic, it turns the car into a total slug. It would come and go. I agree it doesn't...
