If you can find the wiring diagram of the fog light circuit, it pulls power for
the switch from the switched side of the headlight relay, you would have to lift
that wire, and place it on the parking light circuit. 

I went the other route, and simply wired the new lights myself, tapping the
parking lights, through a switch, then to the relay, fogs on with parking
lights, switched option for the driver.  Only down side I see is that if you
happen to use the actual parking lights, the fogs could be left on by mistake.
