exactly my problem. I took off the inside trim piece and WD-40'd the heck out of it but it will need to be replaced. My handle did the same thing and

No problems with windows and gaskets, but the wagon rear hatch handle hardware is badly rusted, you can open the hatch, but the handle doesn't return down

Hmmm... I dunno then... I've got a '97 and a '98 OB, and haven't noticed any problem with those... but surely someone else maybe has, and might chime in
