Remove the spark plug and ground it with the ignition on and kick it over..Look for a blue spark..check the coil, condenser points in the schematic...

I got it to run by testing over and over. first i found out the contact point wasnt right, and it was dirty, so i cleaned it up, then i checked all the wiring...

It is not all that hard to hacksaw off the kickstarter shaft just inside the welding. You will need to replace it but it is not too difficult once you can get...

I agree with Ron, carefully use an angle grinder on the weld and try to save the shaft during kick starter removal. It's possible that the problem was worn out...
