Hello Peter, the dimensions on my carb washer are O.D. - 1 5/8", I.D. - 1/4" , and about .035" thick.  It looks like it is aluminum

question 1, the spark advance controls are different here's old verse new. I've tried taking the extra piece off the old one, maybe I should try harder?

question 2, I seem to be missing a washer. anyone know where to get one or the dimensions? its at the very top, part # EAD-99569-A. Quite possibly just a simple washer. Manual calls it a Washer (carburateur air bleed screen)

It should still function the same as the old. They have numbers on side that tell of when  they would open (IE. 6.0 etc) this controls distributor...
