I don't have much experience with the Revcon, yet. But....
Checking the air in the tires (the tow vehicle) is a good idea. I flat
towed an offroad rig for quite a while before I figured out I was leaving it
at "trail pressure". What I do is inflate the tires to a bit over pressure,
then deflate over a period of days till the wear is noticed close to the
edge of the tread. It's a bit more complicated then that, but you can get
similar results with 2" masking tape across the tread. Test both front and
rear.
Assuming it's always been the same and the engine's not getting tired, it's
time to think of a few upgrades. I noticed MPG improvements with tuned RV
cam and intake, headers, and electronic ignition.
The EFI question brings up a lot of questions. TBI is the easiest, but SEFI
would give the best results.
Synthetic oils and lubes will help some.
With our 3 speed trannys, the diff gear ratio change (or a tire size change)
may help,

In some cases, a trailer's better for mileage then flat towing. A lot of
running gear moves when towing that way. Though, some vehicles are worse
then others. I had rear hub locks on the Bronco. Hook it up, unlock the 4
hubs and go. It was slick, very slick indeed.
Vehicles are very complicated and complex systems, but at the end of the day
It's all about money :)
BTW, I'd yank the H2 system. If any thing's going to help, it would be an
oxidizer (N2O for example) or water injection. I've seen no empirical data
to suggest the H2 stuff helps at all.
I feel your pain, that's for sure.
