It appears that while the IC engine isn't running (that is, it isn't using any
gas), it may be turning, as otherwise, the maximum rpm of MG #1 would be
exceeded. It's not generating any power or using any gas, just spinning.

... No. You don't see any output arrows because the ICE is not firing and burning fuel. It is just spinning (hence causing drag). It has to spin over 42 miles...

... Right... which means that even if not "running," it is generating drag and lowering your mileage. That's why, when hyper-miling, the magic number to avoid...
