Basically it states the money got taken because Division could not spend it over
the years, well I have been told many times this wont happen but never the less,
this is what I think needs to happen. The Governors office did this, their
appointee has been in charge of the program for 5 years now, the Governors
office at least owes us a Deputy Director that can figure out how to utilize our
funds.

Then of course the Governors office needs to get to work big time, figuring out
how to return the money to our OHV trust fund.
