At higher altitude the air is thinner. Which means you're getting too much gas for the available thinner air. Decrease the amount of fuel going to the engine....

That tail that limits the adjustment can be easily removed. All u need is a dremel or some sort of small grinding tool to grind down those tails. It is easier...
