In examining the Honda parts catalog carefully, the only differences I can find between the California and non-California models is in the area of the fuel tank and fuel filler cap.  I suspect the components of the California model are designed to prevent fuel vapor from escaping as easily.
 
Everything else with the generators appears to be exactly the same... even the carburetors.
 
Unless there's a huge savings to be had by driving over to Arizona, I can't see any advantage to be gained by using a non-California model.
