The problem with your theory , Roland, is that there is hardly any vacuum while the engine is cranking. There definitely won't be any vacuum at the vacuum...

The theory isn't that the vaccum to the powervalve is the problem, but that there is a problem with the vaccum to the dizzy vaccum advance not bleeding off...
