Take a close look at the intake manifold. They will crack and then the engine gets too much air. They will backfire, not idle and will be very hard to start....

If you have a touring model scooter, with the gas tank in front of the seat, the float in the tank probably needs to be adjusted to read the correct fuel...

HEY, I JUST REMEMBERED WHAT CAUSES THIS PROBLEM!!!!! The fuel line coming from the tank to the fuel pump needs to be shortened, so that it doesn't loop up...

Sparky, The leak was at the end of the throttle cable (I think it was the throttle cable). The screw was loose and I tightened it up and she started right up....
