This is the Exhaulst heat riser valve. YES, it does exactly that, assisit in col starts, not just freezing, but helps w/ long sit, cold starting for quicker and smoother warm ups in winter.
 
I am in CA too, and it definately helps. I can warm w/ in 5mins to drive away on our coldest mornings of usually only 0c (SF bay). If it were me, I'd just replcae it, and you'll be better off, and especially fix that choke, it is even harder on cold starting, as you will almost never be able to start and leave to go get that cup of joe. You'll be holding your foot on the ppeddle to keep it from stalling and make sure it gets going for several minutes.
 
I can start mine and get right out and go de-ice my widnows, grab some coffee (or tes) well it does it full automatic thing, not bad for old tech. If only it had auto idle step down as it warmed, cause it will be racing like 1500rpm+ if you leave it more then a few minutes.
