Start by buying a new pair of plug wires... They can't be that expensive. If they are getting old and brittle there's no point to trying to repair them....

The caps have a screw inside that screws into the wire. Clean that screw, clip about 1/2 inch off the wire and screw the cap back into the wire. Can't buy new...
